I agree that both definitions are valid.
My suggestion is to keep the current equality semantics: `equals`/`hashCode`
already use syntactic equality via `v`. Then `compareTo` should be consistent
with that.
A minimal fix would be to compare by instant first, and use `v` as a
tie-breaker when the instant is equal. Since `v` contains both the local
timestamp and the time zone, `v` equality implies instant equality, so the
tie-breaker is enough to make `compareTo` consistent with `equals`.
If this sounds reasonable, I can submit a PR with a focused test.
