Added a FileCacheManagerFactory for user to use

Current DefaultCacheManagerFactory just load the ehcache configuration for the
class path, it could be more connivence if the user can specify the
configuration file directly as a File from the CacheManagerFactory when he use
the camel-cache in different bundles within the Karaf.
We could provide a FileCacheManagerFactory for user to use.
