I'm going to introduce a "RAW" mode (which is the current MESSAGE mode) and add
a "CXF_MESSAGE" mode which is the desired behavior of this JIRA. For 2.x,
MESSAGE and RAW will be equivalent. For 3.0, it may change so that MESSAGE
will be equivalent to CXF_MESSAGE.
