If a route defined in XML has a routeConfigurationId, when the route is loaded,
it is not associated with the related routeConfiguration, even though the
configuration is correctly loaded. For an example see
camel-examples/examples/routes-configuration.
The issue is due to a change introduced in the correction for CAMEL-18923.
