We can run in stub mode for jbang, which is used during export to gather all
dependencies and whatnot.
However for bean/processors that you want to migrate from older Camel projects,
then we need to be able to still load up routes (XML files etc) and not care
about bean/processors and then need to stub those.
As the goal is not to run but to transform
