To aid in release reproducibility, let's:
* publish the .buildinfo file that the maven archiver plugin can generate
(this describes the build environment used for the release).
* provide a Dockerfile that can be used as a build container. Using a
container to create the release build simplifies reproducing the build
environment used for the release.
