The Kubernetes plugin project export and run uses a hardcoded container base
image (eclipse-temurin). We should allow users to customize the base image with
command line options.
This is valuable when customizing base images with dedicated os architecture
(e.g. arm64v8/eclipse-temurin) or when using docker registry mirrors (e.g.
mirror.gcr.io/eclipse-temurin)
