Summary: [camel-telemetry] Deprecate older tracing components

Fix For: 4.16.0
As the new telemetry components are growing maturity and adoption, we may think
to deprecate older camel-tracing and related components. The deprecation will
be "informative" and we should not remove the support before 5.x.
The deprecation and eventual removal will also affect core components as the
older tracing required certain logic to be available in core.
