The issue was that some quarkus .0 release does not exist, for example, Camel
4.17 is based on Camel Quarkus 3.31.0, that is based on Quarkus 3.31.1.
[https://github.com/apache/camel/pull/21496] this PR introduces CAMEL QUARKUS
and QUARKUS version so that user know what is the correct Quarkus version that
can be used
