Putting this on hold as if you use stepwise=false then the LIST command
currently in-use will use the pathname, which may be allowed if the user
account can download the file, its likely that it can LIST the file itself also.
If not we would have to add new logic that is a bit more complicated to deal
with this, and thus putting on hold.
