Add a listener SPI to {{AiToolRegistry}} in camel-ai-tool: callbacks fired when
a tool spec is registered or deregistered (route start/stop/suspend/resume).
Prerequisite for the MCP server's {{tools/list_changed}} notification (MCP
clients cache {{tools/list}} and rely on the {{listChanged}} capability). The
existing langchain4j/spring-ai adapters re-query the registry per exchange and
are unaffected.
