Add tool-calling support to camel-openai using AiToolRegistry and
AiToolExecutor from camel-ai-tool.
The producer should discover tools by tag, convert AiToolSpec to the OpenAI
function-calling format, and run an agentic loop similar to
camel-langchain4j-agent.
This is the last step of the unified AI tool abstraction (CAMEL-23382).
