Description:
[CAMEL-22511|https://issues.apache.org/jira/browse/CAMEL-22511] introduced URL
encoding of kamelet parameters when toD is used. Hence, behaviour of custom
kamelets is inconsistent depending whether it is invoked with `to` or `toD`.

This change is very invasive and might break many kamelets which take URL as a
parameter. Would you consider reverting

kamelets don't have any means to distinguish between url encoded parameters
(toD) and raw parameters (to or explicit RAW).
