The send dev console (and the {{send}} action of camel-cli-connector) only
takes the message body as text, so tools cannot send binary payloads.
Add a {{bodyEncoding}} option: when set to {{base64}} the body is decoded and
sent as {{byte[]}}. The {{file:}} prefix is not interpreted for encoded bodies,
and an unsupported encoding is reported as an error. {{bodyEncoding}} becomes a
reserved name like {{body}} and {{poll}}, so it is no longer sent as a message
header.
Needed by developer tools driving an integration through camel-cli-connector
(e.g. Kaoto injecting binary messages).
