Hi Andrzej,
Indeed, {{FileIdempotentRepository}} attempts to create repository file if the
latter doesn't exist, but it isn't smart enough to create also parent directory
if necessary. We should try to address this behavior.
Thank you for the reporting, I'll create appropriate patch.
