{{ThrottlingExceptionRoutePolicy.addHalfOpenTimer}} (camel-support) creates a
new {{java.util.Timer}}, and with it a new thread, every time the circuit opens
or reopens. Scheduling the half-open check on a scheduled executor from the
{{ExecutorServiceManager}} would reuse one thread, give it a Camel thread name,
shut it down with the route policy, and let camel-test-dst run the half-open
check in virtual time (today it fires after {{halfOpenAfter}} of real time on a
thread outside the harness).
