Rejecting the combination at start would break the documented server-streaming
example (routeControlledStreamObserver=true with the default PROPAGATION) and
two tests, so the PR supports it instead: with
routeControlledStreamObserver=true the PROPAGATION observer passes the
route-controlled exchange properties and leaves the replies and the end of the
call to the route, as DELEGATION does, while still routing the events one at a
time, in order.
