I'm encountering this issue in my project as well.

I do consider this a bug. To me it's like the MVC pattern. Our Bindy POJO is 
our model and the marshalling to csv is the view. How we configure the view, to 
include quoting or not should have no effect on our model. At the moment, this 
issue is forcing a coupling between the model and the view. The model has to 
understand which view it is using and have to change itself.
