The PGP Data format currently creates only PGP Messages with Compressed Data
packet or can only decrypt/verify PGP Messages which have a Compressed Data
packet. The Open PGP specification (RFC4880), however, allows also PGP
Messages without a Compressed Data packet. Therefore we make the Compressed
Data packet optional. We introduce the new configuration option
"withCompressedDataPacket" for the marshal method which can be set to false
indicating that no Compressed Data packet must be created. Also the unmarshal
methoed will be abler to decrypt PGP Messages without a Compressed Data packet
