Fix For: 2.18.0
Today they are hardcoded for the api-doc, but you can customize for the rest
services. We should let api-doc use the same cors headers as the services.
Also we should make api-docs CORS enabled if you enable CORS on the REST
services so its done in the same place.
Today you need to turn on both.
