It would be really handy to have a top-level configuration that Contexts and
Routes can inherit a set of default values.
This would allow developers to reduce the complexity and verboseness of routes
as well as allow administrators to set defaults for an environment.
Types of settings:
Tracing: on/off
Jmx Enabled, mbean port, URL, etc
DefaultShutdownStrategy timeout
etc.
