The CB load balancer do not offer a fallback and will just reject if the state
is open.
We should try to have a CB that can configure options for fallback, and be
integrated with hystrix, so if you add camel-hystrix on the classpath it uses
hystrix.
Then its using the real Netflix OSS stuff that are so popular.
