Related to CAMEL-9729
We can now download older versions of camel-catalog JAR over the internet when
using camel-catalog to switch to a different Camel version.
But it would be good if the camel-catalog had included offline in the same JAR
all the previous versions of the catalog (starting with 2.17.0) so the data is
pre-downloaded.
This can be done as part of the build of camel-catalog to make it download
these older JARs and include their json schema files in the built camel-catalog.
We then need to store the data in version named folders, eg component/2170
component/2171 etc.
