[~anoordover], please add a unit test for the utility class to test these
corner cases.
Not sure about the statement about millis, in the sense that in my tests it
showed milliseconds with 000 only, which is highly unlikely to be the actual
instant. I think it's just Salesforce being cute, but I can't be 100% certain
that it doesn't, and there is nothing stopping Salesforce from supporting it in
the future.
