Summary: Build trigger for documentation changes on Camel git

We need to trigger the website build when changes are made to the camel and
camel-k git repositories that include changes to the documentation.
We can do this by triggering a build from Jenkins using the
[{{build}}|https://jenkins.io/doc/pipeline/steps/pipeline-build-step/#-build-%20build%20a%20job]
step and based on a
[{{changeset}}|https://jenkins.io/doc/book/pipeline/syntax/#built-in-conditions]
condition.
