Evolution of the HA related classes.
+ skip unit tests if hadoop not installed on localhost (I think unit tests
should be isolated of the environment. Ideally I'll be able to refactor the
tests to validate the classes without needing a hadoop config on local host,
and move those tests that need hadoop as integration).
