Because it's easier to update something from scratch than waiting for the
client lib to be updated. Also the effort to move all the code to the java
library and cover all the possible aspects, respecting the current behavior etc
is really big. There is nothing wrong in the current format of the telegram
component: it was a choice at the beginning. The flexibility you have in this
way cannot be achieved with the java lib.
