[~Simpcy] permissions within JIRA don't allow assigning issues to
[non-Comitters|https://www.apache.org/foundation/how-it-works.html#structure].

For this issue I think it's best that you start by discussing this on the
[developers mailing list|https://camel.apache.org/community/mailing-list/] and
coming to a conclusion on the best approach first.
