PRs for both choices of eip location in the tasks.

I've pushed previews:

as a separate component:

as a module under components:

I have a slight preference for the second arrangement.

I also reorganized the user manual nav slightly and the components nav slightly.

The components nav now has index pages for each major heading, and the data 
format and language lists are removed from the components list.
