The throttler EIP

Is throttling based on a time window, eg max 100 messages per 10 seconds.
So if you have 99 messages in the 1st send, and 1 message in the 3d second, and
then it would be idle for 7 seconds, before a new window open up.
Instead it would be good to throttle on "concurrent requests", eg inflight
count.
So you can say max 10 inflight messsages (no time period).
