The changes made for CAMEL-16270 revealed an issue in that the
VertxBufferConverter is not handling encoding correctly. The issue was masked
by some (actually my) incorrect unit tests.
I noticed the problem on the camel-quarkus side as the platform-http encoding
test started failing.
