Summary: Implement or remove MLLP component LogPhi functionality

MLLP has a component configuration option 'logPhi'. From what I can tell, it
does nothing. The value is never read wherever the PHI is used in log messages
/ exceptions etc. The functionality should either be implemented or removed.
