[CARBONDATA-1943][PARTITION] Fix Load static partition with LOAD COMMAND
creates multiple partitions
When using the LOAD syntax without options then spark creates
`LoadDataCommand` so passing of partitions information to
`CarbonLoadDataCommand` is missing in that case. This PR fixes it.
