[CARBONDATA-2193] Support register analyzer and optimizer rules for
MVDataMap
This PR is based on #1987
User can register analyzer and optimizer rules when creating CarbonSession,
for example:
```
val spark = SparkSession
.builder()
.config(conf)
.master(TestQueryExecutor.masterUrl)
.appName("Spark2TestQueryExecutor")
.enableHiveSupport()
.enableMVDataMap(new PreaggregateMVDataMapRules)
.getOrCreateCarbonSession()
```
