if Streaming Application is running , DDLs like finish streaming ,close
streaming are blocked.
ideally DDLs like finish streaming ,close streaming should be blocked if Batch
Processing is running. if Batch processing is not happening then DDL's should
be allowed from JDBCServer/Beeline.
