Summary: Some critical paths cannot be used when creating tables
using location

when we crete table using location command,path check should be performed.
The critical path cannot be set, E.g: the location of
"spark.sql.warehouse.dir" or "carbon.storelocation" or other import paths.
Parameter check needs to be done during creating.
