Summary: Fix possible table location inconsistency

There are two scenarios that can cause table location inconsistencies, which
shall be fixed:
1、carbon.storelocation and spark.sql.warehouse.dir are configured to different
paths, will leads to an empty dictionary created under carbon.storelocation
2、table location contains uuid, will leads to inconsistencies of hivetable
location and carbontable location.
