### What changes were proposed in this pull request?
Celeborn Flink client validates whether `execution.batch-shuffle-mode` is
`ALL_EXCHANGES_BLOCKING`.
### Why are the changes needed?
The config option `execution.batch-shuffle-mode` of Flink is
`ALL_EXCHANGES_BLOCKING` by default. Celeborn Flink client should validate
whether `execution.batch-shuffle-mode` is `ALL_EXCHANGES_BLOCKING`. If
`execution.batch-shuffle-mode` is set as `ALL_EXCHANGES_PIPELINED`, there is
`NullPointerException` for
`ReducePartitionCommitHandler#handleGetReducerFileGroup`, which exception is as
follows:
