Review Comment:
   Yes, agree.
   Also note that in the test here specifically even though the RDD is marked 
determinate, it is not - notice the ordering change when stage is being 
reattempted (could have been a different set of tues as well).
   
   In general, barrier stages are different from "regular" stages, and need to 
be handled separately.
