### What changes were proposed in this pull request? it's a subtask in CIP-13: support auto scaling. This PR allows master collect workload metrics from workers. ### Why are the changes needed? In CIP-13, master decides whether it's time to scaling up or down based on workload metrics. Master can also use workload metrics for other purposes, e.g. balance workload. ### Does this PR introduce _any_ user-facing change? No ### How was this patch tested?
