### What changes were proposed in this pull request?
We are very frequent timeout errors while registerShuffle when using
branch-0.5, this PR will be helpful to resolve these errors and avoid
unnecessary stage retries.
### Why are the changes needed?
Porting [[CELEBORN-1757] Add retry when sending RPC to
LifecycleManager](https://github.com/s0nskar/celeborn/commit/fc459c0f7da4f0d5e307a8b29bba776509f21bae)
to branch-0.5, as there were conflicts.
### Does this PR introduce _any_ user-facing change?
