### What changes were proposed in this pull request?
Create hdfs shuffle directory by master.
### Why are the changes needed?
Currently, shuffle directories are created by worker with HDFS storage,
which means the same HDFS shuffle directory will be created times of the number
of allocated workers. What's more, FileSystem.mkdirs Api needs to mkdir and
then set permission.
