### What changes were proposed in this pull request?
Client define createFileOrder and evictFileOrder policy.
### Why are the changes needed?
At present, the policies for creating FileOrder and evictFileOrder are
controlled by workers, making it more complex for workers to adjust the
configuration and take effect. It is recommended that clients adjust the
policies for `createFileOrder` and `evictFileOrder` to avoid the cost of
expensive operations.
### Does this PR introduce _any_ user-facing change?
