### What changes were proposed in this pull request?
In StoragePolicy, StorageManager create disk file through storage type
### Why are the changes needed?
In scenarios where local disk space is extremely limited, it is recommended
to adopt the Memory+DFS configuration in the StoragePolicy for writing shuffle
data. Storing small-volume shuffle data in memory helps optimize the write
performance of DFS. Additionally, DiskFiles should be created in accordance
with the specified storage type.
