Steps to reproduce :
1. create a network with default CIDR 10.1.1.0/24
2. deploy a virtual machine using the above network
3. try to acquire secondary ips like 10.1.1.0 or 10.1.1.255
Observations :
(i) IP gets assigned as secondary ip to nic without any issues.
