Attachment "jessica_11" is a screenshot from my computer (4.1 branch).
My code, "Reverting UI of IPv6 feature", was pushed by Chip Childers at
2013-03-10 (as attachment "jessica_12).
Given your version is 7 days old, I believe it's caused by your browser cache.

Yes, it's by design.
One can't define guest networks in Add Zone Wizard (for Advanced Zone).
Guest Networks can only be defined AFTER zone has been created (for Advanced
zone). i.e. Guest Networks can only be defined in the screen in attachment
"jessica_11".
