Tested ASF 4.1 cloudstack latest build 3/26/13:
1. create advance zone SG disabled, VPC, VPC network, VM deployment successful
2. basic zone creation failed

3. create advance zone SG enabled failed with error: failed to create a guest
network for basic zone. Error: Only account specific isolated network with
sourceNat service disabled are allowed in security group enabled zone.
However, it created a zone which is disabled, with physical network.
