QA instructions after the UI is in place:
* UI - verify that Vlan can be set for Isolated network with the source nat
service only from the Network tab->Create network, and only seen in ROOT admin
UI. The field should be required when specifyVlan=true for the corresponding
network offering.
* The Vlan should come from outside of the physical network vnet range, just
the way it's done for Shared networks.
* If Vlan is set for the netwok, the network should go to Setup state right
away. And it should never get picked up by the Network GC thread.
