We did put a storage tag on a local datastore (e.g 12local), and we created a
service offering with storage type "local" and this storage tag enclosed.
CloudStack did create the volume on another local primary storage, not the one
we asked. Interesting enough, if we use host + storage tag, it appears to be
working.
