Steps to reproduce :
1. Have latest cloudstack master deployed with 2 advanced zones
2. each zone with 1 physical network
3. Try to addNetscalerLoadBalancer with gslb flag enabled along with site
public and private ip.
Observations:
(i) API got executed successfully but, it didnt update the
cloud.external_load_balancer_devices.gslb_site_publicip & gslb_site_privateip.
